The Spectrum Workshops will provide an informal forum for key government and business officials, interacting with leading scholars, to:
- Create a state of the art analysis of wireless and information technology developments. What will be features of the generation beyond 3G? How will it intersect with 3G? How will these services promote the emergence of a ubiquitous broadband infrastructure?
- Examine emerging best (and worst) practices about spectrum allocation and assignment practices really foster innovative and competitive markets?
- Analyze the compatibility of European Union and US policies, identify the implications of their differences, and provide fresh insight on what effects on the marketplace and how they influence the trajectory of technology development. For example, how will differing approaches to property rights intersect with use of the unlicensed band or ultra wideband radio technologies?
The First Annual Workshop will examine how the spectrum policies of the United States and Europe will influence the emergence of future generations of wireless services, especially those that will facilitate the emergence of broadband services. It will consider how the impact of these policies will intersect with changes in business strategies and technologies in order to shape the pace of innovation and the forms of competition.
The emphasis will be on informal and widely ranging in-depth discussion among them will be participants rather than lectures and presentations. This is a small workshop that is inviting only top experts in the field. In order to stimulate conversation we are restricting attendance to 35 people.
The Workshop is the product of a new collaboration between France's École Nationale Supérieure des Télécommunications (ENST) and the University of California's California Institute on Telecommunications and Information Technology (Calit²) and the E-conomy Program of the University of California. ENST is the premier research university with expertise on telecommunications and information technology in France. Calit² is a joint undertaking of UC San Diego and UC Irvine, funded by the State of California, which is exploring the frontiers of the intersection of wireless networking and information technology. The E-conomy is a joint program of the University of California's Institute on Global Conflict and Cooperation (IGCC) and the Berkeley Roundtable on the International Economy (BRIE) of UC Berkeley.
